Computer Bootup problem with PCI-6071

I have 4 duplicate machines that are being upgraded from Dell Optiplex's to Dell GX620's.  The new computers will not power up with the 100 pin connector attached to the PCI-6071 card.  The computers also have a PCI-4472 card in them.  The computers will bootup fine if the connector is attached once the computer starts to bootup.  Everything ran fine with the old computers, and the only change is the pc.  The new pc's fault leds flash on the front panel when powering up with the 100-pin cable connected.

I am sure we can get to the bottom of this issue, but can you give me a little more information about your original system.

How old are the Optiplex computers, and do you know if they ran on a 5 volt or 3.3 volt PCI bus.
What Revision is the PCI-6071? This should be on the board.
If you can't find that let me know
When were the PCI-6071 cards purchased? If you see a serial number (number on a label with a barcode) on one of the boards you could just tell me that.

Right now I think it probably has something to do with the PCI voltage bus changing, but if you can get me this information I will be able to make sure that is the case. Please get back to me with this info and any other information you think might be important so I can stay on top of your issue.
