There are several things that you can try to test the communication between your fluke and GPIB card. First make sure that you have the most up-to-date versions of NI-GPIB and NI-VISA installed on your system. The VISA drivers are more for troubleshooting and you may not need them, but they most certainly couldn't hurt. I would then open Measurement and Automation Explorer and test the communication using the 488.2 Communicator (which can be accessed by right clicking on the instrument address and selecting Communicate with Instrument). If you are able to make general calls to the instrument it may be that the IVI driver is not set up correctly. I might recommend following the steps in the link below.
