Slow (extremely) slow compilation/application start when development PC is offline

I have several lab machines that are offline for security sake.  When compiling/starting an application that references Measurement Studio/Nidaq this application is extremely slow (5-7 minutes) to compile/start.  the same solution builds in 15 seconds when the network is available.

 

what are my offline options to fix this?
