A device as Controller-In-Charge?

I'm working with a 488.1 device.  Am I correct to say that Boards can be Controller-In-Charge but Devices Can't  (at least in GPIB IEEE 488.1).  I've tried about a dozen ways to set my device to be Controller-In-Charge but none of them work.

Hi Jonathan,

Make sure your instrument or device has controller capabilities.  As long as it does, it should be able to be the controller in charge.  Also, make sure there is only one system controller on the GPIB.  You may have trouble passing control if an alternate system controller continually tries to take it back.
