Who makes default *.icd files

Hello,
Please can you tell me who programs default icd files contained in NI-Imaq driver. If it is delivered from NI or the camera manufacturer?

According to this site, it looks like NI makes most of them (eagle icon) with certified vendors developing some (person icon)
