(1) Does IMAQ 3.0 work right on LabView 7 Express?Yes. IMAQ 3.0 released in July of this year, and has support for LabVIEW 7.0 and 7.1.
(2) Your instruction said "Always install IMAQ driver before installing the card if using Window 2000". Should it be done that way? If so, why?It should be done this way, because without the drivers installed, Windows will not know what driver to associate to the PCI card when it is in your system. The correct installation order is:
1. LabVIEW
2. Drivers (NI-IMAQ 3.0)
3. Hardware
If you are having problems, try an uninstallation and re-installation of the IMAQ driver. When you run the installation, select a 'Custom Install,' and be sure that the support for LabVIEW 7.0 is checked to be installed.
