Image file with pgm extension

I have an image file with .pgm extension, however, I get errors that "IMAQ Read File" does not support this file type.

Any other way to read this .pgm image file extension. I know with MATLAB I can read this file

ImageJ is a fantastic multi-platform free program with lots of plugins, and can read your format:

However, I would like to create an executabe at the end of the code, so a third party software would not help me much.
