This turned out to be a firewall issue with downloading from an ftp site.

 

I worked around by changing url from this...

"ftp://ftp.ni.com/support/imaq/pc/ni-imaq/cfgenerator/ "

 

to this...

"https://download.ni.com/#support/imaq/pc/ni-imaq/cfgenerator/"
