In order to bring images into LabVIEW while using your TV capture card, your best bet is to use an ActiveX control or shared library that would be provided by the card manufacturer. Depending on the data types involved, you may be able to use this in conjunction with IMAQ VI's and the image display control to view the data being transferred from your camera to your capture card. Otherwise it will be difficult to use LabVIEW to control your third party card.
Most TV capture cards have DirectShow interfaces that will work with IMAQdx. You can likly use Vision Acquisition to acquire from your camera using some of the provided simple examples and display the video in LabVIEW.
