Where can I download the DSC Run-Time System 2016 or 2013? Please provide the link.

As far as I know NI do not offer a download for the DSC run-time - it's only available on a CD/DVD with the purchase of the DSC run-time license.

Assuming you have a license and you've lost your installation disc, you should be able to contact your local NI sales rep for a replacement disc. Otherwise you'll need to purchase a license.
