volume license questions

I have a few questions about VLM.
 
Does a LabVIEW volume license have to be all the same developement system can you have 5 seats of FDS and 2 of BDS?
If that is true is it first come first serve on who has access to either the FDS or BDS?
 
Is the application builder part of a volume license?
If true who has access to that? anyone or is that assigned to a user or pc?

You will assign either a FDS or BDS to a specific machine or user.  It is not first come first serve.

I think the application builder is part of the FDS so whoever is using that can build applications.

Application Builder comes with the Developer Suite.  If you have FDS, you will have to purchase Application Builder separately.  It is better to upgrade to Dev Suite.  You get some extras for free, like VI Analyzer and others.  The license administration is made on a user basis or computer basis. 

User based means that one user always has access to a license.  No one else can use his license.  The user can log onto his office machine and use Labview there.  He can then logoff, and then log onto his lab machine and use Labview there with the same user license.  The license and VLM is held on a server, so the office and lab machines must have access to the server.  A home license can be created so the the user can use his home computer without having access to the server.  A temporary license can also be created in case the user has to travel and use a system that does not have access to the server.

Computer based means that the license is good on one computer only.  Any user can use Labview on that one computer.  You can have a mixture of user and computer based licenses.  For instance, you could assing computer based licenses to you lab computers, and user based licenses to your team of developers.

I tried to contact NI support but got someone who was not very knowledgable on VLA.  And I just read a forum post about someone placing a copy of application builder on the Volume License Manager.
 
I now have thought up another question or two.
 
Since we are going to a VLA.  How will my application builder and report generation toolkit be affected?  From what I was told there will be 8 FDS licenses available but none with application builder or report generation toolkit.
 
Can I access application builder and report generation toolkit locally without having to access the Volume License server?

Anyone who installs Labview can also install Report Generation Toolkit without any extra licenses.  This is simply a toolkit add-on.  I'm not so sure about Application Builder.  You need to contact someone knowledgable at NI.  If the person at NI that you talked to was not knowledgable, they should have passed you on to someone who was.  I would call them back and ask for a VLM expert.  Usually the local sales rep would be able to answer your questions.
 
In my case, we all have the Developer Suite which includes Applicatiaon Builder and several toolkits, including Report Generation.  Our users simply have to install Labview and then install the toolkits.  Application Builder is then run from inside Labview.

Right after I made my previous post I contacted a NI sales rep. 
He informed me that I should be OK about having the application builder locally.   And the report generation toolkit is not part of the VLA.
