I want to use snapshots of the LabVIEW navigator in some documentation. Is there some way to set the navigator background color to white?

Thanks for clarifying. The navigation window simply display's the entire area of either your block diagram or front panel, depending on which you have selected. I am assuming that if you want to change the background colour of the navigation window to white, you want to take snapshots of your front panel? If your front panel colour is the default grey, then the entire navigation window will also be grey. If you change the background colour of your front panel to white, the navigation window will be white.
Take a look at the LabVIEW help topic Coloring Objects and Backgrounds on how to do this. Use some of the decorations from the crontrols palette if you want to make different areas of your front panel different colours.

The block diagram background color seems to already be white. The navigator background, however, is a medium grey.
Perhaps I'm going about this the wrong way. Is there another method to make block diagram images suitable for including in a document?

are you trying to put a block diagram on a presentation of some kind?
because you could just run the program and take a screen shot of the application running.
