You can either download it from NI or get it from your installation CD.
Look for a directory called "LVRunTimeEng" on your CD. You can install from there.
If you want to download, try here. You'll find all the runtime engines for all versions of LabVIEW.
It installs as any application would for whatever OS you are using.
