labview activeX server problem

Hi everyone,
Now I am building my LabView activeX server. However, from other simliar questions, it seems likely that the application builder is required to build exe file for it. But i dont have application builder! I want to know if application is neccessary for my task? if not, is there any other approach to do it?

You must have App Builder to create the .tlb file (and an .exe file) from your VI. As far as I know there is no other way to do this.
