Your question does not make any sense. VISA is an API that you can call from LabVIEW or any other programming language. If you have LabVIEW, the license cost is included. In LabVIEW, the VISA functions are on the Instrument I/O>VISA palette. The serial palette is on the Instrument I/O palette as well. They use VISA functions as well. VISA has nothing at to do with your DAQ board.
