iF I want to extract datafrom serial port device, which is better- NI-VISA or LABVIEW? I NEED the comparison in terms of price and performance. THE  devices i want to extract data from  are usually usb/ serial devices and input supply is a DAQ 6020 E board.

Your question does not make any sense. VISA is an API that you can call from LabVIEW or any other programming language. If you have LabVIEW, the license cost is included. In LabVIEW, the VISA functions are on the Instrument I/O>VISA palette. The serial palette is on the Instrument I/O palette as well. They use VISA functions as well. VISA has nothing at to do with your DAQ board.
