Solution
Accepted by topic author anoosheh

Labview->Tools->Options->VI Server->Machine Access-> add 127.0.0.1 or/and localhost then retry

Edit: Also make sure Allow access is enabled.

Thanks

Also, you should probably use the LINX toolkit instead as it's the newer and supported toolkit for Arduino: https://www.labviewmakerhub.com/doku.php?id=libraries:linx:start

I can't get LINX to work with 2016. Is it no longer supported?

LINX Remote I/O (Arduino, chipKit, etc) is supported in LabVIEW 2011 or newer and the 32-bit version of LabVIEW is highly recommended.

LINX Local I/O (ie deploying to BeagleBone Black and Raspberry Pi 2/3) is only supported in LabVIEW 2014 SP1 (32-bit).
