It's most likely going to be a block on your firewall. Where I work, there is a company policy block on all FTP sites. To get to content on the NI ftp site, I change the 'ftp' prefix to 'http' which seems to work

ftp://ftp...
http://ftp...

You may want to speak to your IT guys, and see if they will allow access to NI's ftp site
