LabVIEW is a programming language and not a schematic capture or simulation program (unless you write the code to be one). It is capable of interfacing to external instruments, data acquisition cards, communication ports, etc. that can apply/measure voltage, current, resistance, frequency, and just about anything else that you can think of.
