devcon not recognized

I have recently installed devcon.exe in the following folder: C:\Windows\System32 and it works fine for me when using the command prompt (cmd.exe). However when I try to use it with labview through the "System Exec.vi", I get the following error:

'devcon' is not recognized as an internal or external command,
operable program or batch file.

This seems like the devcon.exe can't be found by Labview. I tried locating the devcon.exe in the same folder as the VI that was running but to no avail. I have attached the code. Any help appreciated.

Problem solved. The working directory needs to be left blank and it works then.

How do you fix it? I tried the same thing but it does not work.
