the project explorer also is not available with LabVIEW7.1. It was added with LabVIEW8…

When you have the AppBuilder license you will find the AppBuilder in the menu of the VI. (As far as I remember, LV7.1 times are very long time ago…)

Why don't you upgrade to a more recent (or current) and supported version of LabVIEW?
