Yes. To build an executable program from your LabVIEW VIs to run on a different computer you need to have the LabVIEW application builder. This tool is included in the LabVIEW Professional Development System or can be purchased separately.

As Christian said, you need the Application Builder to build the VI into an executable. All that is required from there is the LabVIEW Run-Time Engine which must be installed on the computer running the application. This is a free download. You must use the version of the Run-Time Engine that matches the version of LabVIEW that was used to develop the application.
