can I use "LabVIEW FPGA IP Export Utility" toolkit with unlicensed LabVIEW and FPGA Modules add-on?

Hello dear friends

I want to buy "FPGA IP EXPORT Utility" toolkit, at the moment I use unlicensed LabVIEW,
in LabVIEW FPGA IP Export Utility readme system requirements is: 

• LabVIEW 2020 Full or Professional Development Systems (32-bit or 64-bit)
• LabVIEW 2020 FPGA Module (32-bit or 64-bit)
• LabVIEW 2020 FPGA Compilation Tool for Vivado 2019.1

my question is:

Should I buy the licensed "LabVIEW" and "FPGA Module add-on" first before buying the "LabVIEW FPGA IP EXPORT utility"?
or I can buy the "LabVIEW FPGA IP EXPORT utility" and use this toolkit with an unlicensed LabVIEW and FPGA Module Add-on?

My guess is that you need LabVIEW and LabVIEW FPGA to be licensed before you can use IP Export.

Best to check with NI or whoever you buy NI things from.
