I am not very much sure whether application builder is a free stuff or not.
If it is, definitely you could be able to find it in NI's website.

Application builder is not free you buy it as an add on .

Hi,

The Application Builder was included in the Professional Development system. If you had the Standard Edition of Labview 5.1 you had to buy Application builder as a separate add-on. Cost was $995.
