add phase shift to a sine wave

Can I add a varying phase shift (through a control from front panel) to a sine wave?

(Is this a simulated sine wave or does it come from some measurement? What should happen to it after you apply the phase shift?)

the wave comes from measurement(phase demodulation result) and I want to add a phase shift to it.
