Why does my app. font change even though windows fonts are set to normal;

When I install my application (LabVIEW 8.6), The font size changes in some cases. It seems as though only the font for the front panel clusters change. Notes and Button Text remain unchanged. I'm uncertain if the font is installed correctly or at all.

Are you sure that all the fonts are Application Font?  There could be some using Dialog Font.  These fonts map directly to Windows fonts, as it appears you are aware.  If someone doesn't change the font, but using the large font setting, the sizes will also change.
