What is the name of the attached function?

Well I haven't seen the exact thing, but my guess is that its a Z transform delay node.

Whatever this is, it is not part of standard LabVIEW. It probably is related to the Z transform delay node as mentioned above.

 

It could be part of a toolkit or even be a custom tool written by some random programmer. Do you have the actual VI or just a picture? Is there any documentation?

That is the DFD Integer Delay VI, which is part of the Digital Filter Design Toolkit.

Most toolkits can be recognized by the unique upper part of their icons.

 

One of these days, a NI intern could create an album of all possible such banners and post it here.... 😉

That's also the reason it is encouraged to keep the label of such VIs as visible.
