The panel is the UI part of the VI. It can be divided into several panes which are simply different parts of the same panel, which can have seperate scrollbars, etc.
If you open up the Example Finder (Help-->Find Examples), and switch to the "Search" tab, and enter "panels" you will find an example called "Toolbar using Splitter Bars" that shows a front panel with two panes.
