Hello robert.burt,
This is Dominic L. from Applications Engineering at National Instruments. As nyc stated you can look at Ballard Technologies for a PCI-based 1553 board. National Instruments does not fabricate the PCI-1553, however we do have several digital boards such as the PCI-6533, PCI-6534, PCI-6536, or PCI-6537 which might suit your application. I would suggest taking a look at these products from our website ni.com.
If you do decide to choose a third party PCI board please make sure it also includes a driver for LabVIEW. If no driver exists you can always create your own driver.
I hope this helps.
Please feel free to respond if you have any questions.
Thanks so much and have a great evening!

FYI...Alta Data Technologies has released a unified LabVIEW, LabVIEW RT and LabWindows API for their MIL-STD-1553 and ARINC Interface Cards. This is a comprehensive, native support package that greatly simplifies 1553 or ARINC LabVIEW integration. And it is no cost with our cards. Please visit www.altadt.com or email alta.sales@altadt.com. We'll be glad to email you the manual and VI examples for your review prior to purchase.
The Alta cards have many advanced features including signal capture and signal generation for the most advanced signal and error analysis available.

I know this topic is really old, but I found it in a google search today, and thought I'd update it. National Instruments has partnered with AIT to provide 1553 databus hardware and software (including a LabVIEW Instrument Driver). See here:

and here:

Cheers,
