Web Server - Executable - 2009 SP1

I'm trying to build an installer/executable that allows the installed EXE to be accessed via the LabVIEW web server. I have a separate custom application that includes the app executable, INI files, and html. I'm trying to replicate the issue with the attached code. Running the installer on a clean XP machine, the application starts, and Windows Firewall prompts me to unblock the software. (I then disable the firewall.) However the web server does not appear to be running and I can't access it through the web browser. (Attempting to access http://localhost:80 to see the LabVIEW web server splash page.) In my installer I only include the LabVIEW 2009 SP1 Run-Time Engine, do I need to include anything else? I'm not using the embedded remote panels, just trying to use the image capture features of the web server.
