Hello,
the web publishing tool allows you the Publishing, Viewing and Controlling of Front Panels Remotely via the Web server.
Since you have already seen 1 tutorial,
here is another one that you can watch 🙂 (video)

The following Link explains a lot of things with pictures.

well, according to your problem with different networks, this might be the reason:

Hope it helps you a step forward. And if you have further questions, please ask.
Kind Regards,
James.

The problem is not LabVIEW here, you need to understand some basic network things. Most probably your PC where you want to publish a Front Panel does not have a "real" transparent IP address which is visible from anywhere outside of your local domain. This is common thing. Like your home PC which probably does not get a fix external IP, but a dynamic local IP which you get from your internet provider.
What you need to do, is to follow this guide:

Some general info about networking:

Alternative but easiest way, if you ask your internet provider or IT department to give you a fix IP address which is accessable and transparent from the whole internet. Usually this will cost you more money if you are getting access from a private net provider.
