Can I use "User Events" in Lab View Web Services

Yes.

However, the events can only be used within the web service. It is not possible, for example, to write a web service that will generate an event that is handled by an VI running in a different web service or in the main LabVIEW application.

As Nathan said, the user events must be created, registered, handled, and destroyed within the same Web Services application.
