It sounds like you may have all kinds of issues with the new install. Try reinstalling 7.0 and see if that helps anything. If not, something on your machine may be corrupt from past versions of LabVIEW (if they are there) and you could either use another or reformat.

It is ridicules to use another computer or reformat.
I have done the full uninstall of all versions and the re-install of 7.0 to no avail.

Did you have any previous version of LabView installed on that machine?
If so, was that version working before you attempted to install 7.0?
Did you uninstall the old version before installing 7.0?
If not, did the old version still work after you installed 7.0?
Did you get any errors or warnings the first time you installed 7.0?
Did you get any errors or warnings when you uninstalled 7.0?
After you uninstall, are there any National Instruments applications when you goto Start >> Settings >> Control Panel >> Add/Remove Programs?

No, it is never ridiculous to reformat. I just created a second
partition on my machine here, and went through the 7.0 install. It's
working great. On my original partition, I had some problems. I will
revisit that partition if time allows.

How much time are you spending on this? It took me about 2 hours to
repartition, reformat, and reinstall. And I generally reformat about
once a year for general purposes anyway, which always free up gigs of
space.
