I'm aware of this post:
but I'm still stuck...
how do I unbind these keys or delete all bindings? I can't click on them in the table, and I'm not getting any google results... feeeling pretty dumb like it's in front of my face here...

Your image is showing that a different control (a boolean) has the Return key binding, not the Tab control. You can go to the properties of that control to remove the binding.
So, find the control 'auto' and the control 'manual tab' and unbind the keys (set Toggle to None) in their properties.

auto and manual are the names of individual tabs in my tab control...
there is no boolean on the front panel with these names

I am not sure what you really have. Are auto and manual pages of one tab control or are they two more tab controls within another tab control?
Is it possible to attach your VI or at least a VI with your tab control?

Ok so I took the tab out of my program and dropped it into a new VI thinking it would bring the keybindings with it and it didnt, so I just added a new F1 keybinding, and I still cant figure out how to get rid of it after the fact...

EDIT: I also don't remember how I changed it from focus to toggle for the 2 different keys... 🤦

Go back and click the dropdown box back to none.
For your original image, do you know how those bindings got set? Because I couldn't replicate that at all through the dialog box. Same as you show here, I could only get a key binding for "focus". Perhaps it was done through some property nodes. But I've never felt the need to work with key bindings other than for the most simple things.

I did this and the entries for toggle remain as if theres another hidden pulldown somewhere for "Toggle"...
And unfortunately I don't remember... I found this in my notes:

but I still don't get how I got "Toggle" in there... I searched for property nodes on the tab control and theres nothing related to key binding, I also don't see any calls in the list related to key binding...

The list on the right tells you that there are OTHER controls ('auto' and 'manual tab' in your case) in your VI with key bindings, just to know which keys are already used. You have to find find these other controls and remove the binding in their properties dialog box!
I added two buttons in your VI (see picture). To remove key binding 'Toggle' from control 'manual tab' open the property dialog of 'manual tab'.
