Transferring the NI Vision Development Module Runtime to Another Computer

Our customer would like to purchase a backup computer. He is asking if a computer with licenses like NI Vision Development Module Runtime on it fails. Can he transfer the license to another backup computer even though he will not be able to deactivate the license on the old computer because it will not work?

Questions about LabVIEW Licenses (which are "legal" in nature) should be brought to NI -- I doubt that the LabVIEW Community has legal standing.
