The easiest would be to see if their is a 32-bit pnputil and placing it in SysWOW64. 😁
Or to go with one of the other utilities you originally named.

Or move to 64-bit LabVIEW.

Anything else gets quickly very messy.

The officially microsoft-approved solution is to use

%WINDIR%\sysnative\pnputil.exe

as the executable, documented here: https://docs.microsoft.com/en-us/windows/win32/winprog64/file-system-redirector.
