Shortcut to top level vi in LabView 8.5

I have done this in the past with older versions of LabView, but it doesn't seem to work with LabView 8.5:

Create a shortcut on my desktop which will open the top level vi in a llb file.  With LabView 8.5 I'm finding that the LLB Manager opens the llb file and displays its contents.  See attachment.

How do I fix this?

This was changed because of Windows Vista. There's an INI key to change this, but apparently, it only works in 8.5.1 and above.
