The point of the counter is to measure the time between consecutive encoder pulses. Combine that information with the number of pulses per revolution and you can calculate revs per second. Multiply that by 60 gives you RPM.

But the counter on the 6009 is a simple event counter that cannot measure time between pulses. It can only report the total number of pulses in a given measurement interval. As the provided example in the above link shows, that is enough to get the rpm.
