Have you done any research around this? Let me introduce you to. Your friend the example finder. Go to help in the toolbar. Then Find Example. Serach for sound. I recommend the example "Sound File to Sound Output.vi" as a start.

I think the easiest way to do this would be to use the "Sound File Read Simple" function:

As you can see, you can directly set a path and position offset.
