Angular encoder measurement using cRIO without FPGA

I need to use cRIO 9075 for my project, But is there any possible way to create the program without the hardware cRIO 9075 by using only the software. I mean right now i dont have that hardware but can i use the software module of cRIO 9075 in my labview programming?
