Maybe. Maybe not.
In math the point is to prove things. In programming, the point can be, and more than often is, to make things work (for you and the computer).
I teach my employees to use what is available. I've seen too many home made Spreadsheet String To Array VIs... I'd be delighted if (s)he'd put a function on the diagram as a solution, instead of making something.

I think the concern here was "Full Dev System" - although I cannot imagine a company (or, now that Community Edition is imminent) or individual would NOT meet that requirement. If you're working with base, it's probably time to do a little investing and go to at least full.

Yes, that was how I read it. If base (or not full dev) is a requirement, it should be specified.
