PXIe-8245 not establishing connection

I'm using PXIe-8245 in a Adlink model PXES 2780 and controller card PXIe-3987. Here the problem is after restarting the System, it is taking approximately 10 mins to take connection status as connected in the control panel--> network and internet--> Network connection. Each pair of ethernet ports are loop backed externally for self test purpose.

PXIe-8245 is just a peripheral module with four Intel® Ethernet Controller I210-IT in the PXIe form factor. It has no difference from other Ethernet ports. All the communication with the hardware is done via OS. 

A few questions:

1. What OS are you using?
2. Are you using static IPs or DHCP for the ports?
3. What kind of test or protocol is being used to verify the connection? (e.g., ping, TCP socket, custom packet exchange)
4. Is the 10-minute delay consistent, or does it vary?
