Operate (menu) -> Run (menu item) disabled

I am attempting to modify the main VI of a project that I did not create.

I can build the EXE from the Project Explorer.  However, I cannot run the VI directly.  The Operate (menu) -> Run (menu item) is disabled.  Also, switching between Run Mode and Edit Mode does not enable the Run menu item.

How can I run the VI from within LabVIEW?

Note: The VI does not have any errors.

In the VI Properties someone turned off the Run button. Open the VI Properties, then select the Window Appearance category. Click on details. Check the box that says "Show Run button."
