I first want to make sure that you downloaded the 2832-c driver from this location? If you did, it states on this page that this driver is not supported or maintained by National Instruments. I have downloaded the driver from the location above and did not see a write command to start and stop taking measurements. So, your best bet to acquire this feature is to contact Newport the company who produced this device and inquire if they have a current version of the driver with the feature you need. Alternatively, you could use VISA/ GPIB-488.2 calls to recreate the features that you need.
