For what it's worth, I found an official NI solution for the problem, and it's remarkably simple.

tl;dr use NI updater to get the latest version of LabVIEW and the RunTime Engine.
One would think the as-installed product right off the CD would work...

Yes, I know about the NI Updater. But it forces you to buy the latest version.
If you are not able to do so, the previous solution(s) are the best way to go.

That is not true. I do not have SSP any more, so the latest available to me is 2016. The Updater just got me updates for the 2015 versions.

Re-installing Labview Runtime 2014 (LVRTE2014SP1_f11Patchstd) did the trick for me.
