What is the magnitude of the largest current you will be measuring? If it is within the output current capability of an op amp, you can configure the amplifier as a current to voltage converter. The input voltage will be within millivolts of ground (depends largely on the open loop gain of the op amp) and the output voltage can be of the order of volts based on the value of the feedback resistor.
