I have some custom controls, now i want to club them all togather and wants to create a library so that the library should appear in user control section of pallet, how to do it?

I think this link should provide usefull information how to Create or Edit a Sub-Palette on the Controls or Functions Palette in LabVIEW.

I would suggest also looking at VI Package Manager. It can be used to distribute libraries like that.
