Works fine here in 2017. Could it be that the built installer configurator window is already open, or opens outside the visible area of the current monitor or on a different monitor.
Not sure how to help without a few more details. Make sure you are following the process outlined here: http://www.ni.com/tutorial/3303/en/ step-by-step and let me know exactly what isn't working.
