LabVIEW load error code 3: Could not load front panel

Dear all,

I have a same problem. If I want open .vi it was ok. But if i open by .exe there is an error: "LabVIEW load error code 3: Could not load front panel". I'm using LabVIEW 2019. I tried add connPaneRecoveryMode=True to .ini , but it is not working to me. Could somebody help me and recover attached VI, please?
