LabVIEW Run-time 2009 SP1

When I try to install LabVIEW Run-time Engine 2009 SP1 on a Windows 2000 machine I get an error message that states "Windows XP SP2 or greater required" 

The compatability chart https://www.ni.com/en/support/documentation/compatibility/17/labview-and-microsoft-windows-compatibi... states that LV 2009 is supported on Windows 2000. What gives?

What windows installer are you using to install the run time engine?

I tried the installer in the 2009 project, selecting "Windows 2000 or later".  I also tried the 2009 run-time (std) download from NI.

Do you have administrator privileges?  Also, do you have any security programs installed on your computer that could hinder the installation?
